At the end of last year, the official website of the Ministry of Culture and Tourism issued the Notice of the General Office of the Ministry of Culture and Tourism on the Implementation of the Content Review System of Game Amusement Equipment to Do a good job in the management of electronic logo of gaming amusement equipment, which noted that the content audit module of game amusement equipment developed by the National Cultural Market Technology Supervision and Service Platform ("Platform") has been recently launched, and the electronic logo management of game entertainment equipment will be fully implemented.
So, what's so relevant to you after this notification?
First of all, after the content of the game entertainment equipment is approved, the platform will automatically generate an electronic logo. The applicant shall then log on to the platform account, print the logo on his own in accordance with the printing standards and post it in a prominent position on the gaming equipment.
Second, for gaming equipment previously set up in entertainment venues (including distributed business premises), the venue should print and post its own electronic logo, which will be completed by March 31, 2021.
The circular emphasizes that entertainment venues and other business premises may not purchase gaming equipment that does not have formal electronic signs posted. Game entertainment equipment that refuses to post logos will be included in the focus of regulation.
Finally, the notice requires that all localities may not use electronic logo posting to entrust third parties to carry out profit-making activities.

In order to implement the requirements of the Ministry of Culture and Tourism's Notice on the Administration of the Issue of Game Entertainment Equipment (No. 129 of the Wenyou Market Issue (2019), the Ministry of Culture and Tourism, relying on the National Cultural Market Technology Supervision and Service Platform (hereinafter referred to as the "Platform"), has developed a system module for the review of the content of gaming amusement equipment, which has recently been launched. In order to further do a good job in the game entertainment equipment content audit and electronic logo management, the relevant matters are hereby notified as follows:
First, do a good job in the game entertainment equipment content audit work
The provincial cultural and tourism administrative departments shall, in strict accordance with the requirements of the Measures for the Administration of Game Amusement Equipment, conduct content audit work through the content review system of the game amusement equipment from the date of issuance of this notice.
(1) Clarify the division of responsibilities
The provincial cultural and tourism administrative departments shall clearly have a person in charge of the content review work, so as to do it quickly, strictly manage and make it easy for the people. Each provincial platform administrator opens system functional authority for auditors in accordance with the user manual (see annex 1). Auditors should master the operation process and do a good job of consulting services for administrative counterparts.
(2) Improve the audit process
The provincial cultural and tourism administrative departments shall, through the platform, receive the application materials for content examination and perform the procedures of acceptance, content audit, organization of expert appraisal, model type determination, publicity, decision and publication. Expert identification can be taken online, on-site and other ways, and issued expert opinions.
Second, do a good job of game entertainment equipment electronic logo posting work
The administrative departments of culture and tourism at all levels shall, in accordance with the Measures for the Administration of Game Entertainment Equipment, implement the administrative requirements for the electronic marking of game entertainment equipment (hereinafter referred to as "Electronic Identification"). Entertainment venues and other business premises may not purchase gaming equipment without formal electronic logos.
(1) Electronic identity generation
After the content of the game entertainment equipment is approved, the platform automatically generates the electronic logo. The electronic identification consists of two-dimensional code and equipment name, model type, approval number, supervision telephone and other information. Imported game entertainment equipment shall be marked with the word "import" at the name of the electronically identified equipment, the approval number of the video game equipment (machine) shall consist of the approval province's short name, the game review, the year,the batch number, and the approval number of the entertainment equipment shall consist of the approval province's short name, the entertainment review, the year, and the batch number (e.g., "The entertainment review (2020) No. 1"). Scanning the QR code of the electronic logo can be linked to the provincial cultural and tourism administrative departments to publish the game entertainment equipment audit information website, view the game entertainment equipment operating instructions, appearance pictures and other basic information (electronic logo composition rules and printing standards see Annex 3).
(2) New approval of the acquisition and posting of electronic logos for gaming equipment
After the content of the game entertainment equipment has been approved, the applicant logs into the platform account and can view the electronic identification generated by the system. Applicants shall print and post themselves in a prominent position on the gaming equipment in accordance with the printing standards.
(iii) Acquisition and posting of electronic logos for the stock of gaming equipment
The gaming equipment that was set up in the entertainment venue (including distributed business premises) prior to the issuance of this notice shall be printed and electronically marked by the venue itself. The provincial cultural and tourism administrative departments responsible for content audit shall publish the information of the game entertainment equipment approved in the previous period on the relevant website, and, in accordance with the relevant standards of Annex 3, generate and publish the electronic logo, and the two-dimensional code of the electronic logo shall be associated with the published website for download and use by the production enterprises of game entertainment equipment, entertainment venues, etc.; The electronic logo posting of the stock game entertainment equipment should be completed by March 31, 2021.
Cultural and tourism administrative departments at all levels, cultural market integrated law enforcement agencies through the platform of the game entertainment equipment query function, query the approved game entertainment equipment related information. Where the local cultural and tourism administrative departments have formulated and posted the classification signs of play equipment in accordance with the relevant requirements, the provincial cultural and tourism administrative departments shall determine the scheme for convergence.
Third, work requirements
(1) Strengthen organizational leadership
The provincial cultural and tourism administrative departments shall deploy uniformly, suppress their responsibilities, and carry out the audit of the contents of game entertainment equipment and the management of electronic logos in an orderly manner. Local cultural and tourism administrative departments at all levels, cultural market comprehensive law enforcement agencies should attach great importance to the management of game entertainment equipment, electronic logo management as an important means to control the amusement and entertainment market diseases to catch, do a good job in each entertainment and entertainment venues policy communication and explanation work, to ensure the smooth progress of the posting work. All localities shall not use electronic logo postings to entrust third parties to carry out profit-making activities.
(2) Carry out supervision and inspection
The administrative departments of culture and tourism at all levels and the comprehensive law enforcement agencies of the cultural market shall carry out supervision and inspection of the posting of electronic signs. If it is found that the game entertainment equipment has not posted an electronic logo, it shall urge the guidance to post it in a timely manner, refuse to post it, and include it in the key regulatory objects; those who find that the contents have not been verified by the administrative department of culture and tourism, or who alter the substantive content without authorization, may be punished in accordance with Article 30 of the Measures for the Administration of Entertainment Places; and those found to contain the prohibited contents stipulated in Article 13 of the Regulations on the Administration of Entertainment places shall be punished in accordance with article 48.
(3) Strengthen the management of accounts
The provincial cultural and tourism administrative departments shall promptly summarize the posting of electronic signs, count the places, equipment and quantities of electronic logos, analyze relevant problems, and report and statistical tables to the Market Management Department of the Ministry of Culture and Tourism by 31 April 2021 (see annex 4).
The important situations and problems found in the process of game equipment management and law enforcement supervision should be reported to the Ministry of Culture and Tourism in a timely manner.
